​ Oliver Scicluna
 Chief Executive Officer

Mr Oliver Scicluna is the Chief Executive Officer of Aġenzija Sapport. He was born on 14th July 1986 with Spina Bifida, a condition that affects mobility amongst others.​
 
Oliver received his primary education at the Kalkara Primary School and continued his secondary education at De La Salle College, furthering his post-secondary education at MCAST, and tertiary education at the University of Malta and University of Chester. He has graduated in informatics, youth studies and public administration.
 
Oliver has led a number of voluntary organisations including Breaking Limits, an organisation that was an activist in the disability sector. 

In 2014, Oliver started serving within the Commission for the Rights of Persons with Disability (CRPD) as a Chairperson and eventually as Commissioner after having worked and advocated for stronger structures and legislations for the rights of persons with disability. 

Within his role as Commissioner, Oliver set up the Malta Business Disability Forum, a platform that brings together the business sector and disability organisations, the Association for Local Councils and the Commissioner for Mental Health, creating a platform for open and constructive dialogue between all parties. 

Oliver also served on various Boards within different entities including Transport Malta, Valletta18, NCPE, Jobs+, Malta Community Chest Fund, FITA, and Public Broadcasting Services.

He was also co-opted in Maltese Parliament and served as a Member of Parliament from January 2021 until February 2022.​

Joseph Cini 
Director of Projects & 
Estate Management
















Joseph Cini is the Director for Projects & Estate Management. His experience within the social welfare sector started as Group Financial Controller with the Foundation for Social Welfare Services (FSWS), where he was responsible for all the financial reporting, budgeting and projections of FSWS including Aġenzija Appoġġ, Aġenzija Sedqa a​nd Aġenzija Sapport. Following the demerger of Aġenzija Sapport from FSWS, Joseph was appointed CEO of Aġenzija Sapport, which post he took over as from the 13th October 2016, an office he held for three years. During his tenure as CEO of Sapport, Joseph was involved in the restructuring of various Agency departments and development of new services, including the introduction of new units such as Research Department, Quality Assurance, Projects, and International Relations sections and overseeing the implementation of budget measures and electoral manifesto proposals pertaining to the disability sector. 

Joe also brings with him almost 30 years of private sector experience, having worked first as Chief Accountant with a renowned furniture manufacturing firm and later as Financial Controller with a reputable car importer and after-sales service group. 

By profession, Joseph is a fully-qualified warranted Accountant. He is a fellow member of the Malta Institute of Accountants, and a fellow member of the Association of Chartered Certified Accountants (ACCA), a global professional accounti​ng body. Joseph also holds a Diploma in Business Management from the University of Malta.

Kristin Baldacchino
Director of Services






Kristin Baldacchino is the Director of Services of Aġenzija Sapport. Kristin graduated in 2003 after studying a Bachelor of Applied Sciences in Occupational Therapy from the University of Western Sydney, Australia. After graduation, Kristin worked as an Occupational Therapist at Liverpool hospital before moving to Malta in 2005. Kristin worked in a variety of roles in Malta before employed as an Occupational Therapist at Zammit Clapp Hospital specialising in geriatric rehabilitation in 2007 and later within the Occupational Therapy team at Karin Grech Rehabilitation Hospital. 

Kristin was first exposed to the work of Aġenzija Sapport when he was appointed as a member of the Social Allocations Committee (SAC) in the Independent Community Living (ICL) board. Kristin was eventually recruited as Occupational Therapist within Aġenzija Sapport. He was appointed as Manager of the Day Services in 2016. His model of management in the Day Services was to instil an active support and person-centred approach focusing on independent living, empowerment, advocacy and informed choice.​

Director of HR People Management
& Employee Well-being

Chiara Borg joined Aġenzija Sapport in 2016. She has 16 years of human resources, administration and research experience within the Malta Public Service and prior to joining Aġenzija Sapport she headed the HR Management Directorate within the social policy Ministry for six years. Her work experience includes recruitment, training, performance management, employee relations, equality and employee well-being.  She also held positions related to social policy research and regulation.

Chiara holds a Bachelor Degree in Psychology with Honours from the University of Malta and an MSc in Occupational Psychology from Birkbeck College, University of London.

Alison Attard
Director of Finance








​Alison Attard is an Accountant by profession, holding an international qualification through the Association of Certified Chartered Accountants and an MBA from Heriot Watt University. She holds a Certified Pu​blic Accountant warrant.

Her career and experience in the finance sector has evolved over the past twenty five years through employment both in the public and private sector. She recently held the post of Head of Business Support in the public sector, responsible for finance, human resources and organisational development, information technology, communications and corporate services. She was previously engaged with another public entity for fourteen years where she held several posts. Ms. Attard held the post of a Commercial Manager on two major projects. She was later appointed as the Financial Controller, primarily responsible for the Finance and Contracts Unit as well as the funding and contractual issues associated with Malta’s Health Capital Projects. Ms. Attard sat on Boards of commercial companies and Audit Committees.

She is a Fellow of the Association of Certified Chartered Accountants and the Malta Institute of Accountants. ​​

Matthew Zarb
Director of Administration, Procurement
& EU Projects​





​Matthew Zarb is the Director of Administration, Procurement & EU Funds Department of Aġenzia Sapport. Following his International Baccalaureate at the United World College of the Adriatic (Italy), Matthew went on to successfully read Law at the University of Malta. His career ​began as the Project Coordinator for the NCPE projects entitled ‘Strengthening Equality Beyond Legislation’ and ‘Gender Mainstre​aming in Practice’. After, he took on the role of Manager within the funds and programmes division with a specific focus on Erasmus+ funding.

By 2016 he took on the role of Senior Manager within the Ministry for Education and Employment and assisted in the implementation of the INVEST project – a project that sought to spearhead the ‘My Journey’ programme, which saw the mainstreaming of VET within secondary education. By 2018 Matthew had been appointed Assistant Director within the same department, before he attained the position of Director within the Agency.

Matthew has been an active scout since 2007 and has held many an active role in NGOs and student organisations such as AIESEC. He maintains a positive and can-do attitude that lends itself to the forward-looking outlook of Aġenzija Sapport.​ ​

Glenda Curmi
Director of Services Assessment and
Intervention
​​Glenda Curmi is the Director of the Assessment and Intervention of Aġenzija Sapport. She is a Social Worker by profession, starting off her career within the Foster Care Team of Aġenzija Appoġġ in 2005. She formed part of the management team within Aġenzija Appoġġ for over six years and managed a number of services, including the High Support Service Team, Siblings Community Home, Residential Services and Health Services. Throughout the years, Glenda also worked for over six years within a shelter for domestic violence victims and worked within the Court Services, including the Supervised Access Visits. 

In 2019, Glenda joined Aġenzija Sapport as Community Services and the Assessment and Intervention Services Manager. She highly believes that where there is a will there is a way and giving up is not an option.
