The Adaptive Driving Clinic plays a vital role in enhancing accessibility, independence, and community inclusion for persons with disabilities. This service provides individuals with physical impairments the opportunity to access tailored professional assessments, training, and expert consultation on vehicle adaptations and modifications, thereby supporting their autonomy and enabling them to live more independently.

The Adaptive Driving Clinic is delivered through a collaboration between Aġenzija Sapport and the Allied Health Directorate within the Health authorities. It is the only service in Malta offering specialised assessments for individuals with disabilities seeking to drive, thereby advancing accessibility, inclusion, and autonomy.

The clinic enables independent living and community participation by assessing functional capacity, recommending vehicle adaptations, and supporting individuals throughout their journey toward independent driving. These services promote social inclusion and self-determination, reducing reliance on caregivers.

The initiative adopts an innovative, person-centred model, integrating assessment, training, and practical driving solutions under one national service.

Voting deadline: 24th October 2024.

Oliver Scicluna, CEO of Aġenzija Sapport since 2022, has exemplified visionary leadership in the disability sector, spearheading systemic improvements and transformative reforms throughout his distinguished career. He has played a central role in the development and implementation of several national strategies aimed at promoting the rights, dignity, and autonomy of persons with disabilities. His leadership challenged traditional institutional models, driving a national shift towards deinstitutionalisation and inclusive, community-based support structures.

By fostering a forward-thinking and rights-based agenda, Mr. Scicluna was instrumental in reshaping service provision to focus on personal autonomy and meaningful inclusion. His commitment to progressive change not only redefined service delivery but also elevated standards across the sector. Under his direction, significant efforts were made to professionalise the workforce, strengthen capacity-building initiatives, and embed person-centred values into everyday practice.

One of the most significant shifts under his leadership has been the adoption of an agency-wide strategy grounded in the principles of the UNCRPD. This strategic reorientation is not merely aspirational. It is directly shaping how services are planned, delivered, and evaluated.

Overall, Mr. Scicluna’s leadership is defined by his forward-looking vision and consistent delivery of structural reforms. His initiatives are reshaping the service landscape through the principles of co-production and deinstitutionalisation, laying a foundation for a sustainable and human rights-aligned disability support system in Malta. His impact spans legislative change, resource mobilisation, service innovation, and long-term policy alignment.
