The Vehicle Road Licence Exemption scheme allows persons with disability or their parents / carers to be either partially or fully exempted from paying the annual road licence.  

 

An application form is to be submitted together with:

  1. a copy of the EU Disability Card
  2. a copy of the driving licence (if applicable) 
  3. a copy of the road licence (the round document attached on the vehicle windscreen)
  4. a copy of the logbook of the vehicle
  5. Photocopies of respective ID cards, if parents (carers), first-line family members, husband or wife are applying on behalf of applicant, if applicable.

 

If the individual is applying for the first time, or if their vehicle requirements have altered from a previous application, they will be required to attend for an appointment with the Occupational Therapist for assessment. 

 

Once all documents are completed, the application is then sent to the Ministry for Finance and Employment for the Board’s consideration. The decision letter granting exemption from payment of the road licence is issued by the Ministry for Finance and Employment.​

Criteria

  • Vehicles registered in Malta from 1st January 2009, will not qualify for Road Licence Exemption if the Co2 emissions are high (NOT more than 150g/km for diesel engines and NOT more than 180g/km for petrol engines). It is the applicant’s responsibility to check the vehicle’s emission level on the logbook. This is also indicated on the last page of the application.
  • If the person’s disability started at the age of 65 or after, he/she has to be the driver in order to benefit from the Road License Exemption Schemes. However, this does not apply for individuals applying on Wheelchair Accessible Vehicles.
  • Approval for the Road Licence exemption may lead to either full exemption or 50% of the exemption.​​​​​
